The Tuvalu Fisheries Department has received an advance financing from the World Bank/International Development Association (WB/IDA) for the Tuvalu Pacific Islands Regional Oceanscape Program for Economic Resilience (PROPER), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include an Individual Consultant to establish a set of policies, rules and standard operating procedures (SOP) for the management of the Tuvalu-flag fishing fleet, primarily for tuna purse-seine vessels. These would be embodied in a Distant-Water Fishing Fleet Management Policy (DWFFMP) which will be approved at a high level by the Government of Tuvalu.

The Tuvalu Fisheries Department now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process.
The criteria for selecting the Consultant are:

Essential Requirements:
The selected Consultant must meet the following requirements:
• A degree in Fisheries, Law or other relevant field;
• At least ten years’ experience of work in fisheries management or development;
• Experience of monitoring control and surveillance of distant water fishing operations in small island developing countries;
• Ability to interpret legislation and assist in drafting legal instruments;
• Demonstrated understanding of market access requirements for fishery products related to control of IUU fishing. -
Desirable Requirements:
Following are desirable areas of experience for the consultant:
• Experience of management and/or MCS in Pacific Island tuna fisheries;
• Experience of assisting national administrations in compliance with the EU IUU Regulation;
• Previous work experience in Tuvalu.
