REQUEST FOR EXPRESSIONS OF INTEREST: Local Consultant to develop sea safety regime and strengthen sea safety policy

The Tuvalu Fisheries Department has received financing from the World Bank/International Development Association (WB/IDA) for the Tuvalu Pacific Islands Regional Oceanscape Program for Economic Resilience (PROPER), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include an Individual Local Consultant to develop a comprehensive sea safety regime and enhance existing sea safety policies. This initiative aims to establish a structured framework that improves the safety of small-scale fishers, reduces maritime risks, and ensures adherence to best practices in sea safety management. The consultant will be responsible for assessing current safety protocols, identifying gaps, and formulating policy recommendations that align with international and national standards and local needs. By strengthening sea safety regulations, Tuvalu can safeguard its fishers, enhance operational efficiency in the fishing sector, and promote long-term sustainability in marine resource management.

The Tuvalu Fisheries Department now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process.

The consultant should have:

  • A degree in maritime safety, fisheries management, policy development, or a related field.
  • 5 years’ experience in policy development and regulatory frameworks related to sea safety or fisheries management.
  • Knowledge of Tuvalu’s fishing industry and maritime regulations.
  • Strong analytical and research skills with experience in conducting policy assessments.
  • Ability to engage with government agencies, local fishers, and community stakeholders.

The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers 2020 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, as per national tax requirements, all income earned by individual national and international consultants are subject to the 15% withholding tax.
