The Tuvalu Fisheries Authority (TFA) has received an advance financing from the World Bank/International Development Association (WB/IDA) for the Tuvalu Pacific Islands Regional Oceanscape Program for Economic Resilience (PROPER), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) involve an Individual Consultant to support the project implementation and be responsible for all project environment and social matters. The PESO will manage and be the technical focal point for all environmental and social (E&S) risk management activities and requirements of the project for the Project Management Unit (PMU) and will report directly to the Project Coordinator (PC).

The Tuvalu Fisheries Authority now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process.
The Project is seeking to contract an individual consultant to complete these activities. Proposals will be mainly evaluated based on the qualifications and experience of the consultant.
The selected Consultant must meet the following requirements which should be clearly addressed in their proposal:
The essential qualification at this level is a degree, advanced diploma or other appropriate qualification and relevant experience commensurate with the job. A post-graduate degree/diploma or membership of a relevant professional institute as a Certified Environmental Practitioner is desirable but not essential.
Required Qualification and Experience:
- An undergraduate degree in environmental and/or social impact assessment, environmental science or engineering, or similar relevant qualification.
- Minimum of three (3) years of work experience in E&S risk management.
- Experience of working in a team environment.
- Fluent in written and spoken English.
- Competence in the use of computer applications, MS Office and other technical software.
- Demonstrated ability to meet deadlines and pay attention to details.
Desirable Requirements:
- Qualified as a Certified Environment Practitioner.
- Knowledge with experience of the WB ESF.
- Possess a valid driving license.
The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers 2020 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, as per national tax requirements, all income earned by individual international consultants are subject to the 15% withholding tax.
