Request for Quotations – Minor Works Upgrade to the Mariculture Hatchery Building at the Fisheries Site, Teone

The Tuvalu Fisheries Authority (TFA), under the New Zealand-funded Tuvalu Fisheries Support Programme Phase 2 (TFSP2), invites quotations from suitably qualified and experienced local building companies to undertake minor upgrade works to the mariculture hatchery building at the Fisheries site in Teone.

This contract is for labour and plant hire only. All required construction materials will be supplied by TFA and will be delivered on site prior to commencement of works.


Design Drawings

Copies of the building drawings are available free of charge from the TFA Office and should be reviewed together with this RFQ. Prospective bidders are strongly encouraged to conduct a site visit.


Timing and Delivery

Construction is expected to commence once locally purchased materials (cement, sand, gravel, and timber) are delivered to site. This is anticipated before the end of February.


Requirements (Qualifications & Experience)

Proposals will be assessed by the senior management committee against the following:

  • Demonstrated experience in similar construction projects

  • Evidence of completing at least two projects of similar or greater value within the past 24 months

  • Experience constructing concrete block buildings

  • Value for money


Submission of Proposals

Interested bidders must submit:

a) Completed Bid and Contract Form (all highlighted sections filled), including:

  • Expected completion date

  • Cost estimate

  • Stage payment breakdown

b) A covering letter outlining:

  • Names and qualifications/experience of key personnel

  • List of completed projects with client contact details

Outline Specification of Works

The works include:

  • Construction of a 3 m × 2.6 m concrete block wall on the ocean side with provision for a 1 m access gate

  • Resurfacing the larval tank area floor with a minimum 3° slope for drainage

  • Excavation and construction of T-shaped drains (40 cm × 40 cm) directing water to the sump

  • Conversion of the store room into an air-conditioned office/laboratory, including roof insulation, plywood ceiling, and vinyl flooring

  • Installation of a timber frame with clear polycarbonate roofing over the raceway tanks

  • Installation of chain-link fencing and timber/fence wire gates for nursery area entrances

  • Late submissions may not be accepted

  • TFA reserves the right to reject any or all proposals and is not obliged to accept the lowest bid

  • A binding contract will be formed only upon formal acceptance
