REQUEST FOR QUOTATIONS: MARINE SPATIAL PLANNING CONSULTANT FOR FUNAFUTI LAGOON

The Tuvalu Fisheries Authority (TFA), through the New Zealand-funded Tuvalu Fisheries Support Programme Phase 3 (TFSP3), invites quotations from suitably qualified individual consultants to lead the development of a Marine Spatial Plan (MSP) for Funafuti Lagoon.

The consultancy aims to develop a comprehensive Marine Spatial Plan in consultation with relevant stakeholders, particularly the Funafuti Kaupule, to guide the sustainable management and future development of Funafuti Lagoon.

Funafuti Lagoon is facing increasing pressure from competing ocean activities and development projects. These include fisheries, port operations, transshipment activities, coastal reclamation, renewable energy projects and biodiversity conservation. The development of a Marine Spatial Plan will help identify existing and planned activities, improve coordination and reduce potential conflicts over the use of lagoon resources.

Scope of the Consultancy

The selected consultant will be responsible for:

  • Reviewing existing reports, studies and information on the uses and management of Funafuti Lagoon.
  • Examining existing marine zones and planned development activities.
  • Identifying appropriate lagoon zones and developing guidelines for their management.
  • Conducting consultations with relevant government agencies, the Funafuti Kaupule, local communities, fishermen and other stakeholders.
  • Preparing a draft Marine Spatial Plan for further consultation.
  • Delivering a final Marine Spatial Plan for approval.

Consultancy Requirements

Interested applicants should have:

  • A bachelor’s degree in marine science, environmental science, coastal zone management or a related discipline.
  • At least five years of relevant professional experience.
  • Practical experience in marine spatial planning, integrated coastal zone management or marine protected area management.
  • Knowledge of different ocean activities and experience working in the Pacific Islands region.

Proposals involving a national consultant in Tuvalu working alongside the international expert will be viewed favourably.

Consultancy Duration

The assignment is expected to require approximately 40 person-days, with all deliverables to be completed by 30 June 2027.

Submission of Proposals

Interested consultants are invited to submit:

  1. A brief technical proposal addressing the required qualifications and experience.
  2. A draft workplan explaining how the assignment will be carried out.
  3. A cost estimate, including professional fees, travel and incidental costs.
