Consultant to Advise on Food Processing

The Tuvalu Fisheries Authority, implementing the New Zealand-funded Tuvalu Fisheries Support Programme Phase 3 (TFSP3), is seeking quotations from suitably qualified and experienced consultants to provide hands-on training and advice to local community-owned fish markets in preparing fish and pork products to substitute for imports.

The consultancy will focus on practical food processing techniques, including processed pork products such as bacon and sausages, and innovative fish products including fish sausages and fish burgers.

Timing and Delivery

The consultancy is expected to require approximately 20 working days during a single visit to Tuvalu.

Training activities will be conducted in:

  • Funafuti
  • Vaitupu

Some flexibility may be required due to possible delays in inter-island shipping.

Requirements (Qualifications and Experience)

Proposals will be assessed by the senior management committee of TFA against the following criteria:

  • Qualification in a relevant field such as food science, fish processing, hygiene, or related disciplines;
  • Hands-on experience in preparing processed pork products (e.g. bacon and sausages) and novel fish products such as fish sausages and burgers;
  • Experience providing training in rural or outer island environments;
  • Experience working in Small Island Developing States (SIDS) in the Pacific;
  • Value for money.

Submission Requirements

Interested consultants should submit:

a) Confirmation of availability to provide 20 days of inputs over the next 1–2 months;
b) A brief proposal addressing each of the requirements listed above;
c) Contact details for two referees;
d) A cost estimate including:

  • Daily rate and total consultancy fee;
  • Estimated airfare costs;
  • Other associated costs for one 20-day visit to Tuvalu.

A contract in Australian Dollars (AUD) is strongly preferred, though other currencies may be considered.

The project will reimburse:

  • Airfares;
  • Per diems for transit days (based on Tuvalu Government rates similar to the UN scale).

In addition, the project will provide a cash grant of AUD $258 per day for each day spent in Tuvalu, in line with Government DSA rates.
