Request for Expressions of Interest (EOI): Project Procurement Officer – TV PROPER

The Tuvalu Fisheries Authority (TFA) is inviting Expressions of Interest (EOI) from qualified and experienced individual consultants for the position of Project Procurement Officer under the Tuvalu Pacific Regional Oceanscape Program for Economic Resilience (TV PROPER).

Funded by the World Bank/International Development Association (WB/IDA) under Grant No. IDA-E257TV, this consultancy offers an exciting opportunity to contribute to the successful implementation of a major national fisheries and ocean resilience project.

About the Position

The Project Procurement Officer will be responsible for ensuring the timely, efficient, and compliant procurement of all goods, works, and consulting services required under the TV PROPER project. The successful consultant will work closely with the Project Coordinator while receiving technical support from the Central Procurement Management Office (CPMO) and advisory assistance from the World Bank Procurement Specialist as required.

This is a full-time consultancy for an initial period of two (2) years, with the possibility of extension based on satisfactory performance and project requirements. Annual performance reviews will be conducted throughout the assignment.

Key Qualifications

Interested applicants should possess:

  • A bachelor’s degree in a relevant field such as Procurement, Law, Engineering, Architecture, Commerce, Project Management, Business Administration, or a related discipline.
  • At least 3–5 years of recent experience in public procurement of goods, works, and services.
  • Strong computer skills, including proficiency in Microsoft Word, Excel, PowerPoint, and professional report preparation.
  • Excellent communication skills and the ability to work effectively in multicultural team environments.

Essential Requirements

Applicants should also demonstrate:

  • Knowledge of public procurement procedures, policies, and guidelines.
  • Previous experience working on donor-funded projects (experience with World Bank procurement procedures is highly desirable).
  • Willingness to complete formal World Bank procurement training within the first six months of the assignment.
