REQUEST FOR EXPRESSIONS OF INTEREST: Cold Storage (solar) Specialist

The Tuvalu Fisheries Department has received an advance financing from the World Bank/International Development Association (WB/IDA) for the Tuvalu Pacific Islands Regional Oceanscape Program for Economic Resilience (PROPER), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include an Individual Consultant to inform the procurement of refrigeration equipment for the fisheries cold chain in Tuvalu which will be powered by renewable energy and use environmentally friendly refrigerants. This will contribute to national goals of mitigating greenhouse gas emissions and ozone depleting substances, as well as reducing the operating costs of conventional refrigeration systems for fish and fishery products. The equipment needs to be simple, robust and reliable, as it will be operating in remote locations where there is limited capacity for refrigeration repairs and maintenance.

The Tuvalu Fisheries Department now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process.

The criteria for selecting the Consultant are:

  1. Essential Requirements:

The selected Consultant must meet the following requirements:

  • A degree in Refrigeration Engineering or similar qualification;
  • At least 5 years’ experience of the construction and installation of small cold-stores and ice-machines for the food processing sector, including solar powered systems;
  • Experience of construction and installation of refrigeration systems in developing countries, including systems powered by renewable energy;
  • Cognizance of international agreements to phase out ozone-depleting substances and refrigerants that act as greenhouse gases;
  • Good communication skills in English including the ability to explain legal issues in simple terms.
  1. Desirable Requirements:
  • Experience of work in Pacific Island countries and/or atolls in the tropics.
  • Previous experience of installation and maintenance of refrigeration equipment for the fisheries sector.
