The Tuvalu Fisheries Authority (TFA), through the New Zealand-funded Tuvalu Fisheries Support Programme Phase 3 (TFSP3), is inviting quotations from suitably qualified and experienced consultants or consulting firms to develop the detailed design, specifications and costing for the proposed upgrade of the Fisheries Slipway at Teone, Funafuti.
The initial consultancy is expected to require approximately 25 working days, including one site visit to Tuvalu. Subject to satisfactory performance and available funding, the consultant may subsequently be engaged for a further 40–50 days to assist with tender evaluation and construction supervision over a period of approximately 18 months.
Qualifications and Experience
Applicants should have:
- A degree in civil or structural engineering and membership of a recognized professional body;
- Experience in detailed design and preparation of specifications for marine infrastructure, including slipways;
- Experience supervising small marine infrastructure construction contracts;
- Experience working in Pacific Small Island Developing States and knowledge of suitable regional contractors; and
- Competitive value for money.
Submission Requirements
Interested consultants should submit:
- Confirmation of availability for the initial 25-day consultancy before the end of 2026;
- A brief proposal addressing the required qualifications and experience;
- Contact details for two referees; and
- A detailed cost estimate, including daily and total professional fees, site visit costs, airfares and other applicable expenses.
Consultants should quote gross fees before the 15% withholding tax, which will be deducted from consultancy fees before payment.
