REQUEST FOR EXPRESSIONS OF INTEREST: Technical Assistance to support the milkfish farming initiative in outer islands, including an infrastructure upgrade to the farming area on Vaitupu.

The Tuvalu Fisheries Department has received an advance financing from the World Bank/International Development Association (WB/IDA) for the Tuvalu Pacific Islands Regional Oceanscape Program for Economic Resilience (PROPER), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include a firm to support the Tuvalu Fisheries Department in a program to enhance Milkfish aquaculture in Vaitupu island and explore the options for extending it to at least one other island in the group. The duration of services will be provided over a period of four years, with an input of around 90 working days mainly spent in Tuvalu. The assignment is planned to start in April or May, subject to the availability of the consultant and the time required to conclude a contract.

The Tuvalu Fisheries Department now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follow: (Key Experts will not be evaluated at the shortlisting stage).

For the senior Consultant –

Essential requirements:

  • A first degree and/or Masters in aquaculture;
  • At least ten years’ experience of work in aquaculture, with extensive experience of Milkfish culture;
  • Experience of planning aquaculture projects, including small scale aquaculture, in developing countries;
  • Good written communication skills in English, as evidenced by production of quality technical reports and/or plan.

Desirable requirements:

Following are desirable areas of experience for the consultant:

  • Experience of both pond and cage culture of milkfish;
  • Experience of development of fish diets using local ingredients;
  • Previous work experience in a Pacific Island country.

For the junior Consultant

Essential requirements:

  • A diploma in aquaculture;
  • At least 3 years hands-on experience in aquaculture operations including small-scale systems;
  • Good communication skills in English and experience of delivering training in that language;
  • Ability to work in a remote island location as evidenced by previous assignments.

Desirable qualifications:

  • Experience of extensive (low input) Milkfish production systems;
  • Experience of work in Pacific Island countries.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  In addition, please refer to the following specific information on conflict of interest related to this assignment which is drawn to paragraph 3.17 of the Procurement Regulations.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
