REQUEST FOR EXPRESSIONS OF INTEREST: Consultant to examine new and emerging MCS technologies and cooperative arrangements for Fisheries Monitoring Control and Surveillance

The Tuvalu Fisheries Department has received financing from the World Bank/International Development Association (WB/IDA) for the Tuvalu Pacific Islands Regional Oceanscape Program for Economic Resilience (PROPER), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) involve either an Individual Consultant to assist the Tuvalu Fisheries Department in identifying the most suitable new technology and systems to use for monitoring, control and surveillance (MCS) over the next 4-5 years. Additionally, the consultant will provide recommendations on how existing systems can be better utilized and/or improved. This initiative aims to effectively combat illegal, unreported, and unregulated (IUU) fishing.

The Tuvalu Fisheries Department now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under
such situation, only the experience and qualifications of individuals shall be considered in the selection process.

The Project is seeking to contract an individual consultant to complete these activities. Proposals will be mainly evaluated based on the qualifications and experience of the consultant or firm.
The selected Consultant must meet the following requirements which should be clearly addressed in their proposal:

Essential requirements:

  • A degree in Fisheries, Engineering, Information Technology, or other relevant field;
  • At least five years’ experience of work in fisheries MCS with a focus on new technology and systems;
  • Experience of MCS of distant water fishing operations in small island developing countries;
  • Ability to quickly understand and evaluate IT systems used to receive, display and store a range of information relevant to fisheries MCS;
  • Demonstrated efforts to keep up-to-date with emerging technology for MCS, for example preparation of reports on this subject, attendance at defence/surveillance industry trade shows, membership of specialist networks, etc.

Desirable requirements:

Following are desirable areas of experience for the consultant:

  • Experience of MCS in Pacific Island tuna fisheries;

The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers 2020 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, as per national tax requirements, all income earned by individual international consultants are subject to the 15% withholding tax.
