Tuvalu Tuna Management Plan

The Government of Tuvalu, through the Tuvalu Fisheries Authority (TFA), has introduced the Tuna Management Plan 2025–2029 to guide the sustainable management of tuna fisheries in Tuvalu’s waters.

Tuna remains one of Tuvalu’s most important natural resources, supporting national revenue, employment, food security, and community livelihoods. The new plan provides a strategic framework to ensure tuna stocks are protected while maximising economic and social benefits for Tuvaluans.

The Plan focuses on:

  • Maintaining healthy tuna stocks through science-based and ecosystem-based management;

  • Strengthening the Vessel Day Scheme (VDS) and regional cooperation;

  • Increasing revenue from fishing access licences;

  • Supporting local participation and employment in the fisheries sector;

  • Protecting coastal fisheries and food security;

  • Addressing the impacts of climate change on tuna resources.

Covering the period 2025 to 2029, the Plan applies to purse seine and longline fisheries operating within Tuvalu’s Exclusive Economic Zone (EEZ) and to Tuvalu-flagged vessels fishing internationally. It aligns with national legislation, regional agreements, and international commitments under bodies such as the Western and Central Pacific Fisheries Commission (WCPFC) and the Parties to the Nauru Agreement (PNA).

The Tuna Management Plan was prepared with the support of the Pacific Islands Forum Fisheries Agency (FFA), the Pacific Community (SPC), and development partners, and reflects Tuvalu’s commitment to responsible ocean stewardship.

Through this Plan, Tuvalu aims to secure long-term sustainability of its tuna resources while strengthening national development and improving the quality of life for its people.
